Panorama: we followed the money
Parents Defending Education’s Consultant Report Card is shining a powerful spotlight on the diversity, equity, and inclusion (DEI) consultants bringing their toxic and destructive agendas into the nation’s schools.

The Consultant Report Card details how over 100 enterprises — businesses, consultants, and nonprofits — are making millions in taxpayer dollars by selling Critical Race Theory (CRT) in America’s K-12 schools.
Topping the list is Panorama Education.
Panorama Education was co-founded by Attorney General Merrick Garland’s son-in-law, Alexander “Xan” Tanner. Why does that matter? Well, Panorama collects millions in taxpayer dollars to push CRT propaganda into K–12 curricula. This was happening even as AG Garland opened an investigation into alleged threats against school boards across the country … a clear-cut conflict of interest.
Panorama’s reach is massive. It serves more than 50 of the 100 largest school districts and state agencies in the country, with major clients including the New York City Department of Education, Dallas ISD in Texas, and the Hawaii Department of Education. National Review reports that more than 1,500 school districts have worked with Panorama, meaning that 25 percent of American students are enrolled in a district served by the consultancy.
Their impact is widespread. I learned this firsthand when I found out my own children’s school district has had a contract with Panorama for several years … and then I discovered a consent form buried deep within the handbook parents like me have to sign to enroll our kids in school. The consent form asked for permission to allow my young kids to be asked all kinds of intrusive, inappropriate, and bizarre questions about drugs and sex.
You can imagine how jarring this was, as an activist who works on education issues and I still couldn’t figure out how to get around the embedded clause!
Parents in Fairfax County Schools in Virginia had a similar revelation when they learned their district reallocated COVID-19 relief funding to pay Panorama $2.4 million to conduct “social-emotional learning” (SEL) monitoring. Panorama is contracted to screen “all” Fairfax children, conduct psychometric evaluations, and create psychological profiles.
What does that include? Panorama itself is tightlipped on what it promotes, claiming that it “is not affiliated with any particular academic or legal philosophy, including critical race theory (CRT).” But the Washington Examiner reports that the company’s SEL work includes race-focused surveys and CRT trainings on systemic oppression, white supremacy, unconscious bias, and intersectionality.
Naturally, all of this is incredibly shocking to parents and concerned Americans like you. These consultants — from Panorama on down — are smart, and for years they’ve been able to sign seven-figure contracts with school districts with little oversight from parents.
But all of that is over, Chip. Through the Consultant Report Card we follow the money — and we’re confident that what we uncovered is only the tip of the iceberg.
